Permits Are Required for All Subsurface Sewage Systems in Idaho. The PHD assesses the following while determining whether to issue a subsurface sewage disposal system permit to a residential and commercial property that can’t connect to public or municipal sewer systems:

- Soil type
- Proposed land use
- Well/spring location(s)
- House size and location
- Surface water location(s)
- Predicted maximum daily sewage flow
- Depth to groundwater on limiting layers
- Changes to native soil (e.g. road cuts, grading or benching)
- Distance to neighboring structures (e.g. wells, buildings or drain fields)
